Migration
Project global data includes enteprise global templates, enterprise resources and Project Server admin settings.
So If you want to migrate only global data from Project Server 20rprise 03 database, then follow the following instructions for modifying the migration configuration files comes with MS Project Professional installation:

Migration
You can open individual Project from Project Server 2003 PWA to Project Professional 2003 and save it as XML file. Then open the same project in XML format from MS Project Professional 2007 and publish it again.
N.B. You dont need to create project Site, as It should be migrated from WSS 2.0 to WSS 3.0 migration process.

After initially running the migration tool to migrate global data, subsequent attempts to migrate global data will not overwrite or update the data in Office Project Server 2007. Global data migration can only occur once. If there are any incremental changes to the Microsoft Office Project Server 2003 global data, they must be applied manually to Office Project Server 2007.
